My first guess would be no. That's a system setting. I suppose if you really wanted to you could try reading the user's registry, but that seems like an awful lot of work.

Most have this set to on by default. In general those who have autorun turned *off* have done so deliberately, are well aware of what autorun is and does, and have deactivated it specifically because they don't like it. So odds are very good that such a message to such users would not be regarded as helpful or desirable.
