While I won't answer any of your other questions, I _always_ use Buddy API's baOpenURL() for launching a browser from a projector. It is much better at locating the user's "preferred" browser than goToNetPage()

Given that no one else has replied, I'm assuming that gotonetpage really is buggy when used in a projector and I've switched our code over to baOpenURL() for now to see how that works out with our beta testers.
