If assured it would be safe, reliable and very cheap, the Queensland Government might be tempted to host their email overseas. Another way it might happen is if there is a local server, but this is backed up overseas. An example of this problem is one major toy manufacturer which has a computer controlled warehouse in one country, but the computers controlling the warehouse are in another country.
