Isn't that perfectly reasonable? The POTS-on-copper has been great but it isn't technically up to what is being asked of it any more. Retaining POTS means either supporting a decaying clunky parallel service or limiting Internet infrastructure to clunky performance levels. This is really a question of when and how rather than if.
