Negotiators say they negotiate indefinitely if required. This is likely to produce the best outcome.
If the guy says he can detonate multiple explosions, and you can't eliminate the possibility that he might be telling the truth, and he's irrational, and not improving under negotiations, it's a quite different situation. In that case, an instant lethal response could be appropriate. It's not "just" police lives at stake.
