A council has only a few members, so just about any video conference system would be able to handle it. Some suggestions: https://blog.tomw.net.au/2020/04/remote-meetings-for-running-australia.html
ps: On Thursday I gave my first presentation via Zoom, and it worked much like other video conference systems. This was on "Better e-Learning Tools for Combating COVID-19" to ANU early career academics.
While Zoom offers to share a window on your screen, I could not get this to work with Linux and Firefox. As soon as I started sharing a window, it went black on my screen and for everyone else. Sharing my whole screen worked, but then I could not see the chat window or video from other people. This was a little like speaking to a darkened room full of people (which I have done in Indonesia during a blackout). The window sharing may be better supported on other operating systems and browsers.
