Be careful what you wish for. Google might to start to behave like a
traditional newspaper publisher. Imagine their search engine producing
results like a tabloid newspaper. You would only get results slanted to
the political views of the publisher, stores about celebrities, dubious
science, and stuff stolen from other publishers. ;-)
More seriously, instead of paying publishers for content, Google could
simply exclude those publishers from search results.
