Hello. Can you describe more precisely what is "external calling" for 1) please ?
Why do you need for a given number to add a leading "8" ? A quick brief about your architecture would help me to understand.
I need more details because as I see it you could just enter the leading "8" one time and enter this in the addressbook as a sip address
