That's already fixed in 4.6.0, make sure you have enabled background mode setting in advanced parameters.

        Now I have the opposite issue. I Disable my account and Quit,

        I force stop it and it goes away then comes back.

        I want to keep it off all times, then have it on when I enable
        my account.

        It's this a new bug or option?
