There are many service providers you could use. I have two different accounts - callcentric and voip.ms. There are plans where you pay by the minute or monthly flat rate plans. You need to pay because the service provider has to pay also to access the telephone network. In Linphone you select which account you want to use for an outgoing call. Use a country code of course. For incoming calls all registered accounts can receive calls. Most providers will sell you a telephone number from countries other than your own. Your friends and family can call you like a call in their own country.
