The music industry is well aware of the problem of rate conversion...
From the Specifications of the EMU-1616M (one of the best sound cards on the
market)
> Sample Rates: 44.1, 48, 88.2, 96, 176.4, 192kHz from internal crystal or
externally
> supplied clock (no sample rate conversion)
Note how they underlined that "no sample rate conversion" is done when using
their card...
