I tried Ubuntu 7.04 with kernel 2.6.20 a few days ago, and today I installed oss from oss-linux-v4.0-1002-i386.tar.bz2 under this distribution. Everything looks absolutely normal. I only tried under X11, but I do not expect svgalib to behave differently.
Have you had a look at "I=Soundcard test mode" ? Presumably there are pulses with a repetition rate of 3 kHz.
