Lionel, I had similar problems when I ran more than a certain amount of Linux Images at the same time.
I don't know if this would be a good solution for your environment but, when I used the 'OPTION QUICKDSP' in the 'user direct' entry for the machine I no longer had any issues. This is not really tuning the system but I was able to access all of my machines.
