There is a shareware version called txt2pdf written in Perl at http://www.sanface.com/txt2pdf.html Also, there is a Rexx exec that Lionel uses in XMITIP, written by Leland Lucius called txt2pdf. The latest version of txt2pdf will run on Regina, so it should run just just fine on Linux/390.
