Nobody else jumped on this, so maybe I can help...

Is this Linux/390 system running in an LPAR?  If so, did you try specifying
IPLdelay=xyz in your parmfile?  You might start with a value of IPLdelay=2m
and see if that helps.  (But only for an LPAR install.)

I guess I should ask if the system is already installed, or are you trying
to install it?

What distribution are you using?  We had one instance where someone trying
to get Red Hat installed in an LPAR with an OSA card _never_ got it to work,
but SuSE did.  Strange, I know, but...

When you bring up the system, there might be/should be some messages on the
console that talk about device detection.  Any of those relating to the OSA
card might be of some value.
