Phil,

I don't have any answers for you, just an observation.  My SuSE 7.0 system
has MSS=0, and my Red Hat 7.2 system has MSS=40, the same as yours.  I don't
really have any network problems with either of them, but mine system don't
have a lot of network traffic, per se.
