I found the answer to my problem in the OSA redbook. Dynamically added addresses can not be used for READ or WRITE devices, but they can be used for DATAPATH devices.

The new addresses show up as available to zVM....but when I try to use the new address in newly cloned Linux stacks... I get the errors below. I've tried IPLing VM and also I configured the CHPID offline/online to the zVM Lpar...but no luck. Any ideas?
