1. So, have inetd started and listened for telnet connections? It seems
like your inetd/ftp trying to bind to 'old' ctc ip address only (and
localhost).
2. Check the routing table.
3. Check the routing table twice :)

Yes, I've been able to ftp from within the linux once
connected in ssh...

Telnet is started by inetd while ftp is in standalone

lnxprod:/etc # grep telnet inetd.conf

telnet stream tcp nowait root /usr/sbin/tcpd
in.telnetd
# Try telnet localhost systat and telnet localhost
netstat to see that
