It's an abstraction layer. Kind of like comparing UNIT=DISK vs
UNIT=3390; the system figures out the Right Thing to Do based on the
other parms fed to it.

It's a step in the right direction for a lot of things -- decoupling the
details of implementation from an application makes things lots more
flexible. It'll live or die by how efficient the decoupled application
is compared to optimized platforms (see UCSD p-System or the JVM for
examples of real failures to do this right, or OS/400 for an example of
getting it EXACTLY right).
