It was actually a wrapper script written by someone (an IBMer?) to redirect stdin and/or stdout of the tcpdump program and add a fake LLC header to the packets captured off the network. SuSE included the wrapper script in their distro (from SLES8, IIRC). Google for "tcpdump-qeth".
