If you dont have it already, install GNU sudo utility.
Create a user for the operations
In the sudo utility give this user only reboot / shutdown access.

An entry like
opsuserid       ALL=(ALL)           /sbin/halt,/sbin/reboot,/sbin/shutdown

will allow opsuserid permisison only for those commands.

They can not do anything else that the root can.

This is how I have set up the operations to shutdown / reboot Linux.

In the z/VM world I would use the SIGNAL SHUTDOWN

No VM, costs to much.  SuSE Linux 7.2 in one LPAR.

Are you running under VM? If so, what level. What level of Linux?

For most modern kernels and z/VM systems you can use the VM command:
"SIGNAL SHUTDOWN <linux guest> WITHIN <nn>" from a privileged virtual
machine (like the operator). Use HELP CP SIGNAL from CMS to get details
on the command and its options.
