If the 3592 is attached via ESCON/FICON and running in 3590 (compatibility) mode the tape_3590 OCO driver should work. However "only" with 3590 functionality... I don't know whether the SCSI OCO would support 3592.

There was a list of about all S/390 operating systems, past and present, with support statements and required service, but Linux was conspiciously lacking in that list.
