Have him open his SFTP session and enter HELP, SFTP should list all the
commands that it has. If SITE isn't in the list, then SFTP doesn't have
it. 

If he then does a HELP SITE it should list all the keywords allowed on
the SITE command. I suspect that the RDW phrase isn't supported.

Here is what is happening.
He is unloading an MVS ADABAS to a file.
He then FTP's to the MVS host from linux.
Issues the site rdw and get's the file.  This actually works fine, even
though I was led to believe otherwise.  The problem is when he tries to
do the same thing using the sftp client instead of the standard ftp
client.
Then he is getting the unknown command.  I can't determine if  site is
just not part of sftp or his server does not support the site command
during an sftp session.
