I don't have any specific recommendations, but I have to believe it can be done, based on my experience with GIMP. GIMP will use the Ghostscript that is installed on your system to read in a PDF, and present each page as a separate image. If GIMP can use Ghostscript to do that, I would have to believe other tools could be made to do the same thing, and just stop at the first page.
