It might be wise to create a 'localvipa' script
and arrange for it to be sequenced BEFORE your zebra and ospfd
start-up scripts. Notice that in rc$X.d (where X is 2, 3, and 5
as per your note) zebra and ospfd should be sym-links to the
actual scripts and that their names are prefixed with a number.

The details of writing your own script should be documented
either in the Filesystem Hierarchy Standard (FHS) or perhaps
also in the Linux Standards Base (LSB). These are related,
so I forget which site holds what specific item. (I always
have to go looking again!)
