While you might need MS IIS for .NET, there is an open source project called Mono (sponsored by Novell) that aims to provide a .NET compatible framework for environments other than MS Windows. Linux on zSeries is a supported environment (at least for 31-bit Linux), and you can learn more at their web site:

Now your developers can use their favorite .NET and Java tool sets and you can deploy on zSeries Linux, and keep your DB2 on z/OS. It's a clear win-win situation for everybody.
