I hope you are stating apache under 'root'. It will start under 'root'
and then switch to the user specified in the configuration.

I am no expert but seems to me like the userid/grop that you are using
in the httpd.conf file is not authorize to write in the location where
your log file is being placed (the location is also indicated in the
httpd.conf file).
