The FTP configuration doesn't refer to the OSAs.  It's referring to some
CD/DVD-capable machine with an FTP server on it.  Look at Appendix E
(Installing Software from a Mass Storage Device) in the HMC Version 2.9
book (available from ResourceLink).

I don't know why the CD-ROM would be greyed out on the "Load from...."
menu.
