rdiff-backup rpm was cactus. On my son's advice, I installed from tarball and it installed successfully. Thanks all.

Sounds like you're trying to install an RPM for a different distribution. I've run into cases like this where one distribution breaks the headers/include files out into a -devel package, and the one I'm working on does not, and vice versa. If the libsync package you have does have the headers, you can change your .spec file to remove the requirement, and just pre-req libsync.
