I went back and rechecked, and while the console showed CP read, the guest actually did continue to run. I made a minor, but stupid, mistake when I first tested it.
CP SET RUN ON seems to be behaving exactly as the manual says it should. Still doesn't explain why the other guy is having trouble and we're not, except I don't think he mentioned how his terminal was attached.
