My apologies, I misunderstood where you were coming from. Take a look in /var/log/YaST2/y2log after you add the directory, and see if it tells you whether it accepts the RPM package headers. It also checks them when you "Install or Remove Packages".

If that's so, then the Yast message "To make RPM packages located at the
specified location available in the packages selection, continue." is
REALLY misleading...
