Very true. Last time I did this sort of thing, years ago, I tried to get people into meetings for discussions about standards and procedures. Nobody ever came. I just published what __I__ wanted with the note: "These policies and procedures were implicitly approved by ..., ..., ..., and ... because they never bothered to show up and give me any feedback or ideas."
