IIRC z/OS.e runs in a 'normal' engine not an IFL.  It does have its own
pricing which is less than z/OS but there are some restrictions.  DB2
and other products should be less expensive too.  Not sure if the engine
cost is any different though.

It was something that IBM presented to us as an alternative along with
zLinux under VM in an IFL.
