We need "the PARM parm".

You would have to have one of the newer versions of the s390-tools that supports multiple kernel/initrd/parm combinations. If you have that, you can set up a "section" in zipl.conf that would have "1" as one of the parms. If you select that choice, you should wind up in single user mode.
