Now, that looks a little strange.  You have set the default gateway to
something in the 130.10.128.0/24 network, yet you have defined interface
OSAA (device 902-904) in the 192.168.24/24 network.  And the DEFINE LINK
is after the SET IPADDR and SET MASK.  Is that normal?  (I don't know much
about VSE IP.)

There's the inbound ping (ICMP echo request) from Linux.  Based on the
evidence, I'd say that
(a) you have a VSE routing problem (display the VSE IP routing table), or
(b) a firewall in Linux is active that is blocking packets from VSE.
