Bad, bad, bad.  They shouldn't be using rexec, they should be using ssh.  
Better yet, why not just SSH to the system from their desktop and do all their 
work that way?

I doubt it's a TCP/IP error at all.  Hopefully, the rexec server isn't 
installed, or if it is, it isn't running.  Again, use ssh.
