I don't know what you mean the only difference between a zIIP and a zAAp is
they do different things.
And, they are supported only by z/OS.
Expecting zLINUX to support them is a | dream.
So far I've not seen anything to suggest that IBM cannot, should not
make the three interchangeable.
Same hardware, different firmware I gather. Why not give the customer
the choice of which microcode to IMPL?
