It doesn't seem to be. It doesn't show up with all the other parameters when I run a
"strings" command against /init in the initrd.
"kernel" keyword parameters (maybe only those it doesn't recognise)
appear in the environment after booting, and they may be available to
initialisation scripts
I'm sure this is so wrt the historical init, but the only Linux easily
to hand that I care to test this on is Fedora 9 and that uses upstart,
and upstart "sanitises" the environment.
I've confirmed that the kernel does as I said with this:
strings /proc/1/environ
On Debian, the environment seems to be cleaned by getty.
