The HMC or VM does not have that capability.
As in CMS, IND$FILE on Linux could simply use Diag 0x58 to write the 3270 data stream. Then it could take advantage of a 3215-style login to VM (any way you like: IP, local, SNA). No need to have a 3270 Linux console.
