Virtual CPU time is really SIE emulation time. So the steal time also
includes the time CP is processing on behalf of this virtual machine
(sometimes referred to as CP overhead). This includes I/O translation,
VDISK, paging, etc. While for a steady workload this can be a fixed
percentage, in extreme cases it will make the Linux view very
different from the VM metrics.
