I can't help you with the first question because I don't know vsftp, but 
I'm 
sure there's a configuration parameter for that somewhere.  As for the 
second 
question: put a new line into /etc/fstab, something like this:

/dev/loop0               /isos/image1.iso                iso9660  ro,loop 
0 0

That will make the loop mount get set up at boot-time.
