Yes, there definitely is a Windows version of Hercules. It's linked from the Hercules home page.

You might find more info how to do that on in the hercules docu and/or forums i suspect, but it shouldn't be too hard. As long as you don't need any external connection for your guest it's easy as you can simply connect to the interface via putty from your local machine. How to set up NAT/Bridging/ProxyARP on Windows though i have no clue.
