There are the system-config-* commands for such things, most do require
X11.  We've been working on creating TUI interfaces to several of these,

'yum' is how RPMs are managed in RHEL, i.e 'yum {install|remove} httpd'

All management of RHEL can be done over text mode SSH, I haven't loaded
up a X11 window on a server in years.  I do admit if people are new to
Linux getting used to command-line may be difficult, but most
Mainframers don't seem to mind ;)

In terms of getting something YaST-/like/, you may want to check out
'gnome-control-center'.  Yes, it does require X11.  It pulls in all the
system-config-* commands into a single GUI.  We differ from YaST in that
customers can manage configurations directly at the file level, _*or*_
use control-center, without worry of overwriting/overlapping previously
made configuration changes.  That is the #1 complaint we hear against YaST.
