Mark,
I do think that my repository is OK. Here is the output of a du -h command.
SLESUPdate:/srv/www/htdocs/repo/$RCE/SLES10-SP3-Online/sles-10-s390x # du -h
1.2G ./rpm/src
204K ./rpm/s390
681M ./rpm/s390x
162M ./rpm/noarch
2.0G ./rpm
11M ./repodata
9.7M ./.old.repodata
2.0G .
SLESUPdate:/srv/www/htdocs/repo/$RCE/SLES10-SP3-Online/sles-10-s390x #
I appear to have stuff in my rpm and repodata directory.
Following Marcy's suggestion, I have opened a SR.

Any ideas,
Did you make sure that SMT has mirrored all the contents for SP3 successfully?
Check the contents of
/srv/www/htdocs/repo/$RCE/SLES10-SP3-Updates/sles-10-s390x/ . It should have
both a repodata and rpm subdirectory in it. If there is only a .repodata
directory, then the sync wasn't successful or hasn't finished yet.
