Sounds specious. If in / you have a /usr directory, and nothing below it, an errant mount of /usr/local before /usr will simply fail. If mounting /usr and then /usr/local worked, and someone later mounts something on /usr, oh well, stupidy always wins. > Rare, yes, but possible.
