Bernie, lic_vps is the snipl plugin for stonith/heartbeat. If you are just interested in snipl command line functionality, you can remove this part of the Makefile. If you are interested in stonith/heartbeat, there are 3 downloadable tar files on linux-ha.org: Heartbeat, Cluster Glue, and Resource Agents. Are all of them available on your system? Which versions?
