The RACF Program Directory provides instructions on upgrading an existing database. You will have to start with installation Task 1 and review all of the meta-configuration requirements for RACF, as they may change release to release. When you get to Task 2, you will start seeing "Customers who doing new installs or are sharing or migrating and existing database should/should not...."
