Thanks for the feedback Stefan. I don't believe there is any state change taking place. I contacted the vendor. The following was their response:
The Perform SubSystem Function ccw is asking for Order x18 SubOrder 0x0e. The Order indicates a Read SubSystem Data is to follow, and the Suborder indicates the format/type of data that is to be returned. The controller (emulated 3390-3) does not support the suborder 0x0e. So the Read SubSystem Data command is being rejected.
