 I have the following "note" from my investigations 4 years ago:

Note: When using hotplug memory, Linux consumes memory for hotplug memory
management. By default, the corresponding data structures are located in
the hotplug memory section with the lowest address range. Because of these
data structures, the lowest hotplug memory section cannot be released from
a running Linux instance. You may see:


# echo offline > /sys/devices/system/memory/memory4/state
-bash: echo: write error: Device or resource busy

Hello list,

This looks like a bug on a RHEL 6.3 system. I try to offline a chunk of
memory:

# cd /sys/devices/system/memory/memory2
# cat removable
1
# echo offline > state
-bash: echo: write error: Device or resource busy

Offlining three other chunks this way worked fine. Only this one won't go
offline. Has anyone seen this?
