For Fedora 20, you need to modify REDHAT PRM (root=/dev/ram0 and ip=off
should not be used any more, you have to specify installation repository):

ro ramdisk_size=40000
CMSDASD=191 CMSCONFFILE=redhat.conf
vnc
inst.repo=http://secondary.fedoraproject.org/pub/fedora-secondary/releases/20/Fedora/s390x/os/
